The bidding process for the acquisition of school lunch to extended day educational centers, for the 2022-2023 and 2023-2024 school years, aims to raise the quality of services to students, as established yesterday by the National Institute of Student Welfare ( inaby).
At the moment, 35 bidding processes are being carried out, divided by provinces, so that “the locally located kitchens are the ones that can be awarded with the contracts.”
And next line, he adds that this measure “facilitates the method and safeguards the process so that companies can only bid in one of the locations.”
Inabie reported that the decision was made to correct the cases that occurred in the only national tender that was held in previous years, in which “suppliers with kitchens in very distant provinces competed with each other. With the division into 35 processes, support is focused on local micro, small and medium-sized companies.
He clarified that the established scoring system does not disqualify any bidder and the equipment to be inspected during the technical visit, such as a kettle, a tiltable frying pan and an oven, only represent 5 points out of 70 in the technical evaluation, that is, a 7% weighting. The average distance of the kitchens in relation to the centers is the sub-criterion with the greatest weight for the award.
In addition, it is good to indicate that the processes have been shielded to strictly follow the mandate of the law and the ethical and transparency principles.
As part of the actions carried out in pursuit of transparency, for the first time the specifications were previously socialized with the suppliers and the general public, and each requirement seeks that the portions served to the students comply with the vision of the current Executive Directorate and of the Government to bring food with the quality, quantity and safety that they deserve.
Likewise, the menu published in the amendment corresponds to the cost analyzes carried out by the institution in which, for the first time, a large number of providers was consulted.
